Government won't do anything to make it worthwhile. Their idea of incentive is fines and penalties for non compliance. How do you suppose they plan to make it worthwhile for privately owned non food livestock?

I can't speak to all the issues you raise because I am not in the cattle industry, but personal experience with the court system has led me to believe that justice seldom prevails - esp. when the defendant has unlimited resources. I'm one of the newly defined by USDA "limited resource farmers"...

Do you actually have that much faith in the fairness of the court system? That would be very naive to think that justice always prevails.
