Investigative Report on the Terrorist Attacks on U.S. Facilities in Benghazi, Libya, September 11-12, 2012

Executive Summary

The House Permanent Select Committee on Intelligence ("HPSCI" or ''the Committee") conducted a comprehensive and exhaustive investigation into the tragic attacks against two U.S. facilities in Benghazi, Libya on September 11-12, 2012. The nearly two-year investigation focused on the activities of the Intelligence Community ("IC") before, during, and after the attacks. During the course of thousands of hours of detailed investigation, HPSCI reviewed thousands of pages of intelligence assessments, cables, notes, and emails; held 20 Committee events and hearings; and conducted detailed interviews with senior intelligence officials and eyewitnesses to the attacks, including eight security personnel on the ground in Benghazi that night. This report details the findings and conclusions of HPSCI's investigation. In summary, the Committee first concludes that the CIA ensured sufficient security for CIA facilities in Benghazi and, without a requirement to do so, ably and bravely assisted the State Department on the night of the attacks. Their actions saved lives. Appropriate U.S. personnel made reasonable tactical decisions that night, and the Committee found no evidence that there was either a stand down order or a denial of available air support. The Committee, however, received evidence that the State Department security personnel, resources, and equipment were unable to counter the terrorist threat that day and required CIA assistance.

Second, the Committee finds that there was no intelligence failure prior to the attacks. In the months prior, the IC provided intelligence about previous attacks and the increased threat environment in Benghazi, but the IC did not have specific, tactical warning of the September 11 attacks. Third, the Committee finds that a mixed group of individuals, including those affiliated with AI- Qa'ida, participated in the attacks on U.S. facilities in Benghazi, although the Committee finds that the intelligence was and remains conflicting about the identities, affiliations, and motivations of the attackers.

Fourth, the Committee concludes that after the attacks, the early intelligence assessments and the Administration's initial public narrative on the causes and motivations for the attacks were not fully accurate. There was a stream of contradictory and conflicting intelligence that came in after the attacks. The Committee found intelligence to support CIA's initial assessment that the attacks had evolved out of a protest in Benghazi; but it also found contrary intelligence, which ultimately proved to be the correct intelligence. There was no protest. The CIA only changed its initial assessment about a protest on September 24,2012, when closed caption television footage became available on September 18, 2012 (two days after Ambassador Susan Rice spoke), and after the FBI began publishing its interviews with U.S. officials on the ground on September 22,2012.

Fifth, the Committee finds that the process used to generate the talking points HPSCI asked for-and which were used for Ambassador Rice's public appearances-was flawed. HPSCI asked for the talking points solely to aid Members' ability to communicate publicly using the best available intelligence at the time, and mistakes were made in the process of how those talking points were developed.

Finally, the Committee found no evidence that any officer was intimidated, wrongly forced to sign a nondisclosure agreement or otherwise kept from speaking to Congress, or polygraphed because of their presence in Benghazi. The Committee also found no evidence that the CIA conducted unauthorized activities in Benghazi and no evidence that the IC shipped arms to Syria.

This report, and the nearly two years of intensive investigation it reflects, is meant to serve as the definitive House statement on the Intelligence Community's activities before, during, and after the tragic events that caused the deaths of four brave Americans. Despite the highly sensitive nature of these activities, the report has endeavored to make the facts and conclusions within this report widely and publicly available so that the American public can separate the actual facts from the swirl of rumors and unsupported allegations. Only with a full accounting of the facts can we ensure that tragedies like the one that took the lives of Ambassador Chris Stevens, Sean Smith, Tyrone Woods, and Glen Doherty never happen again.

the report is only focused on the review of the intelligence agencies.. not the white house and state department activities... or its lack of any credible action...

On Friday, with little fanfare, the House Intelligence Committee released the findings of its two year, bi-partisan investigation into the terrorist attack. The 37 page report found that the first, internal CIA assessment was accurate -- that no protests were involved

"No witness has reported believing at any point that the attacks were anything but terrorist acts," the report added.

so in other words.. the administration lied to the American public for political gain... and were caught again...
 
The entire Rogers/Ruppersberger "Panel Report", which is not to say the report was done by the entire House Intelligence Committee – because it was not, is similarly worded.

Those of you familiar with the Benghazi Brief will note the alignment and expectation of the Rogers/Ruppersberger report. Their report is exactly as we anticipated it would be.

With a House Select Committee (Trey Gowdy) already in place, you might rightly ask yourself why did Mike Rogers and Dutch Ruppersberger even produce a report? As you read their House Intelligence Panel Report on Benghazi it is important to note a few key aspects:

• Both Mike Rogers and Dutch Ruppersberger are members of the Congressional Gang of Eight. They are the ONLY authors.

• This is not a House Intelligence "Committee" report on Benghazi. This is only two committee members writing a report based on prior information.

• Both Rogers and Ruppersberger would have been briefed on the CIA operations in Benghazi during 2011/2012 as the covert operation began.

• President Obama signed a finding memo in 2011 permitting Operation Zero Footprint to begin. The congressional "gang of eight" held oversight responsibilities.

• Rogers, Ruppersberger along with Nancy Pelosi, John Boehner, Harry Reid, Mitch McConnell, Saxby Chambliss and Diane Feinstein would have been notified of the presidential authorization. In 2011 they were the congressional Gang of Eight. Their lack of oversight reflected a willful blindness to the operation.

• In addition to the covert Zero Footprint Operation, the Benghazi CIA annex served as a rendition site. [We find this out in 2013 from Paula Broadwell, who was the pillow-talk recipient of information from 2012 CIA Director General David Petraeus. Broadwell and Petraeus had an extramarital affair.]

Now, at least five survivors contacted by Fox News say they too are frustrated and concerned their testimony is not fully represented. Kris Paronto and John Tiegan, both members of the CIA Annex Security Team who responded to the attack in Benghazi, say the report has major flaws.

Paronto said: "Mike Rogers asked me ... 'Do you think that the delay cost lives?' ... and I looked him squarely in the eyes saying 'yes ... definitely.' We were told to wait and delayed three times which caused the deaths of Ambassador Stevens and Sean Smith. Why would the report say otherwise or our words be disregarded?"

Paronto's concern is echoed by others on the ground that night in Benghazi. While official timelines have differed and stories from the State Department and administration changed, the story from the men and women on the ground has remained steadfast.

"As I stated for the FBI, CIA and House intel committee, we were delayed, held back, told to stand down, however you want to put it," Paronto said. "We finally left without authorization. I only wish we had disobeyed orders sooner, because not only would we have rescued the five State Department security guys, we would have stopped the terrorists before they killed the ambassador and Sean Smith." Yet this account doesn't jibe with the report released by Rogers' committee last month.

Tiegan adds, "We provided the same unchanging and accurate information of what took place in Benghazi on September 11, 2012 through September 12, 2012 to our immediate chain of command in the CIA's office of security, during several FBI interviews, and to Congressman Rogers and his committee. So it comes as a very big disappointment to us as those on the front lines that this report is full of inaccuracies and bias."

Phelan, while calling the loss of American lives in Benghazi a "tragedy," added "ultimately the opinion of one witness about what could have or might have happened is not credible evidence."

Where is Trey Gowdy and his investigative committee on this? I had high
hopes they would come up with some proof, and yet, nothing. :cry:
 
It will come, but it will also take time. Proving the truth among liars does. Especially liars in leadership that erase documents. Remember Hillary's trash and burn documents day party?
