We have had one like this. I don't know if you can keep the pair in a pen but try putting a square bale under the calf in a pen and move the cow to him and he will suck. Ours got good enough after a week or so he was able to drink by himself. By fall, you would of never known there was something wrong with him. We had one where his back feet folded over. I just cut a 2" pipe in half and duck taped it to the back of his legs so he had to stand on his toes. We changed the tape often so it wouldn't get to tight as he grew. Same thing, in about a week and a half he was good.
