Wonder How they TELL by looking if the animal is 30 Months?????

A "hold order" was issued by the commission to the owner of the cow, to prevent any other cattle from moving from the immediate premises, according to a woman in the agency's public information office who would only give her first name

Do they give hold orders to all owners of cows that are tested, if not, what made this one different?

If they do give them to everybody, there must be a few people not shipping cattle in the US.
