Mandatory testing, however, became a major sticking point in talks between Tokyo and Washington on resumption of beef trade, which was suspended after the United States reported its first case of mad cow disease in December 2003.

What no "first case of mad cow found in the US in a Canadian cow". :???: I thought it matter to everyone that the Washington cow was from Canada :? . Looks to me as if it didn't matter to Japan where she came from. :shock: It only mattered that she was in the US system. :nod:
