It doesn't really say there if those Canadian cattle would be shipped to Japan or kept here for the US market. That call would have to be made by the Japanese. I wonder if Japan extended the same deal to Canadians as they did Creekstone? That would probably be a clue.

Yes they were trying to get their Japanese nmarket opened again. Yet, I still don't see the words "Canadian cattle" and "Japan" in the same sentence. Don't forget Creekstone supples the US domestic market, too
