McCain said his bill would allow senators, with a 60-vote majority, to eliminate earmarks and policy changes that are inserted into annual spending bills by House and Senate negotiators after the bills leave the Senate.
why not remove them completely, and then re-submit as stand alone bills for a simple majority to aprove it,. not a 60 vote majority to defeat it.
seems if they are saying a forty vote minority can approve of wasteful spending.....just because a senator is on a commitee..
is that in our constitution?
