Comment: I feel that the USDA Farm Service Agency would be a logical choice to assist in the Animal ID System. We have accessible locations in nearly every county in the US. We have a national database already in place with the names and addresses of 90-95% of all producers nationwide. Using FSA for this process would add little cost as the infrastructure is already in place. Most of the producers of grain and livestock already have a relationship with their local FSA Office and would feel confident in giving information to that office. They know that we treat most information given to us with the utmost confidentiality because of FOIA. FSA is used to quick response in that we have 24 hour turn-around time to issue flash reports when natural disaster strikes. All county FSA Offices have GIS and GPS Capabilities which would make identification of locations extremely easy.
