It is obvious to me that the USDA wasn't as committed to opening the border to live UTM cattle last March as they let on. Neither was President George W. Bush.
It seems a little odd that George W. and the American government can cross any border in the world, at will; to kick the crap out of the occupants, but one judge can single handedly stop them from having control of their own border.
