Senate bill 86 fails, much like the LOCKOUT!!

SB 86, Dies in Approprations Committee

Chris Hesla emails to tell us the Appropriations Committee dealt a death blow to a dangerous piece of legislation. Here's Chris's message:

"THANK YOU to all that contacted their Senators or any other ones you did. We defeated SB 86 5 to 4 this morning, the sponsor of the Bill was the Chairman of the Committee. GREAT JOB!!!!"

This was, of course, legislation that would have prevented the SD Department of Game, Fish & Parks from land purchases of more than 40 acres without legislative approval.

Imagine legislators trying to do this in a state where pheasant hunting alone generates about $100 million in revenue each fall. Add deer, grouse, antelope and waterfowl to that and it becomes apparent that hunting is big business in South Dakota.

There is hatred for Game, Fish and Parks out there that defies common sense. And instead of seeking reasonable solutions, this band of radicals and their actions only supports the view that their agenda...is extremist and well out of the mainstream of South Dakota thinking.

The single biggest problem facing the future of hunting is access to good hunting land, and over the years, sportsmen have compromised on many issues, including the passage of a trespass bill, in an effort to build good relationships. And no other state takes 10 percent of each license dollars to maintain county roads, that often otherwise only serve a few farms and ranches.

Had SB 86 passed, it would have resulted in the loss of a considerable amount of public land for the hunters of tomorrow. Some other extremists call that socialism.

Nonsense!

There were a lot of falsehoods connected with this effort. Some legislators convinced some in the public that GFP purchases of land takes that land off the tax roles. False. GFP pays property taxes on the land they purchase, and may be one of the biggest property tax payers in South Dakota.

They also tried to convince others that these land purchases came from the general fund. False. They come from license dollars.

We were told by others that one committee member sort of upbraided yours truly, referring to me a "that Hollywood Wierdo," a guy who's "always trying to stir things up."

I'll take that as a compliment, if "stirring things up" means that our efforts, along with those of many others, let South Dakota Sportsmen know just what a few legislators were trying to do.

When you look back, in spite of the efforts of some lawmakers to hurt the GFP, conservation and sportsmen, so far, going back over the last few years, they have been unsuccessful.

I wonder if their extremist efforts played a role in the formation of the SD Mainstream Coalition, comprised mostly of Republicans (My party), was responsible for it. From what I've read, the Mainstream Coalition takes a middle of the road approach to most issues, which is where the Republican party has been historically.

Read history and it doesn't take long to realize that Teddy Roosevelt wasn't the last Republican to embrace good conservation and a fair shake for all. Richard Nixon signed into law, the most far reaching conservation and environmental laws in history. And as much as the right wing arm derides John McCain, it looks from here like he could be another TR.

On a state level, George Mortimer of Belle Fourche was one of the best legislators I can recall. And what of the late Joe Barnett? These guys were as GOP as you can be, yet they recognized that fishing and hunting were a big part of our culture.

Meanwhile, there are other crucial issues facing the legislation regarding conservation and legislation of importance to sportsmen, and you can be sure you'll be fully appraised of it here.

If this statement came from anyone other than Tony Dean I might believe it without documentation.

When I asked Tony Dean to break the fines monies down and let the people know how much of a fine actually goes to the Schools he declined to answer and would rather have people believe it all goes to the schools.


It could be true but I would question it.

I do think it is a great idea.

What is it that bothers you guys so much about having some checks and balances on Sec. Cooper and GF&P? How is it a dangerous to have to go through our elected representatives in Pierre before buying more land for the GF&P? The voters of South Dakota put them in office to make these kinds of decisions and it seems ludicrous that the members of the appropriations committee who voted against this bill don't trust the other members of the legislature enough to allow a floor vote on the bill.

George Mortimer of Belle Fourche was a close personal friend and I'm sure this line from Tony Dean has him spinning in his grave!!! George did love hunting and fishing. He also was adamantly against either the state or the federal government buying up private land. It's socialists like Tony Dean and Southdakotahunter who would just as soon all land belonged to the public. You can be sure that public ownership of land never came up in any conversation Dean may have had with Mortimer. George did not suffer fools gently and that topic of conversation would have ended any idea of Dean's that he and George agreed on the issue.

Tony Dean also claimed friendship with another old friend and neighbor of ours, Lawrence Brown. Lawrence died before this fuss with GF&P came up, but in earlier wrangles some other neighbors had with them Lawrence was dead set against GF&P's underhanded methods. Lawrence's son, who now runs the ranch, is a close friend and relative of the predator district's pilot that GF&P tried to get grounded and all of Lawrence's land is in the lockout because of GF&P's policies.

Where does Dean get the idea that being against hunting and fishing is a Republican issue? Most Republicans I know both hunt and fish and most of the flaming enviro-whackos that Dean has climbed in bed with on numerous occasions would have both activities abolished.

Tony Dean and folks like the Sierra Club, the Audubon Society, the Center for Biological Diversity, and the Wildlife Federation's Chris Hesla, who wrote this email to Dean, are busy pushing for turning the Buffalo Gap National Grasslands into a wilderness area, which would bar access to the public's land to a good share of the public, including hunters if they are unable to hunt on foot or horseback. Is that what you want?

I love this comment! I can believe that a member of the committee called Tony Dean a weirdo, but I'm fairly certain Dean with his inflated ego added the Hollywood part himself.

Property Taxes paid by the SD Sportsmen on Public areas maintained by the GPF. These taxes are paid through sportsmen license fees. Pls I believe there is a small amount of grazing and haying on certain properties.

The obligation of the Division of Wildlife to pay property taxes on Game Production Areas for county, township and school purposes is by both SD State Constitution and SD Codified Law.

In 2003, the Division of Wildlife paid $657,310.41 in property taxes on 174,903.90 acres.

First note that Randell Beck is factually incorrect when he refers to "House Bill 1099". It is House Bill 1199. And his reference to the "Black Helicopter" crowd is straight out of the Tony Dean book on anti-NRA propaganda. The Argus Leader used Tony Dean's propaganda as a smoke and mirrors tool in 2002 to prevent the public from learning about public information regarding his coffee drinking buddy, Senator Tim Johnson, who was seeking re-election that was considered important for Tom Daschle to retain his Majority position in the Senate. And that would be Johnson's anti-gun votes in the U.S. Senate during 1999 and 2000 when Bill Clinton unsuccessfully attempted to shut down gun shows in the wake of the Columbine school shootings.

Well if you don't agree 100% with Libertybelle you are either a "socialist" or a "liberal" .
 
If your not a socialist at 20 you don't have a heart and if you aren't a conservative at 40 you don't have a brain. I think 90 percent of ranchers are 'opportunistic socialists' we pee and moan about government waste but usually can wander up to the trough if they have a program that benefits us financially.
