That seems pretty strange, given the fact that USDA currently is pushing programs to implement city 'gardens', even going so far as to hire prisons to build huge wooden raised beds for those gardens in some neighborhoods in at least one city in western SD, according to what I read this past week. And training people on how to garden. Sort of a community garden, with individuals having their own plots, I believe.

There was also something about people not being allowed to raise gardens in their front yards in some cities. That is NOT new! In many sub-divisions in at least several cities around the country, people are not allowed even to paint their homes the color of their choice. That generally is determined by the home owners association, with the blessing of the local govt, I believe.

Not being allowed to 'save' or divert the rain (or snow) which falls on ones' property is not new, either, in some states it has been law for some time. We really need to have laws stating the rain belongs to whomever owns the property it falls upon. A plus for the 'you don't own that' laws? Tell your city to come get 'their' snow when you get a foot of it!

Just saying......some of those rules have been around, and most people didn't notice. Time to use our local powers to give land/property owners their rights back! Or to keep them if they haven't already been taken.
